UPDATE – ON: CPA relays issues to TSSA on costly application process to install underground storage tanks

The CPA has outlined industry concerns regarding the Technical Standard Safety Authority’s application process and fees for underground tank installations in the province. 

In a November 19 letter to TSSA’s Statutory Director of Fuels, Sam Sadeghi, CPA’s Ontario Director of Government Relations, Marcelline Riddell, stressed that since the TSSA added the Ontario-specific provision – Section 1.16, clause 7.8.1 to the Code Adoption Document amendments for Propane Storage and Handling – the industry and their customers have experienced an uncertain, costly and unnecessary application and approvals process. The change, which became effective February 8, 2021, transfers authority from the manufacturer’s instruction to the TSSA as the Authority Having Jurisdiction for the installation of underground tanks. 

Specifically, Riddell relayed members’ objections to TSSA’s treatment of these installations as variances and the almost $1,200 in fees charged per installation. The letter also outlined the disparity these charges represent compared to other provinces, making it even more expensive to do business in Ontario. 

Riddell is following up with Sadeghi in December and will report any progress made to members.
