UPDATE – Federal: ERAP participant registration to CID process only partially helpful

The CPA has fought for years to have Transport Canada (TC) exempt Emergency Response Assistance Plan (ERAP) participants from the Client Information Database (CID) process, claiming that they already provide similar information within the mandatory ERAP program.

In June 2020, TC changed the database requirements to include an ERAP participant as an automatic registration with existing information, which the CPA considered a win. 

But on March 16, 2022, Transport Canada issued the most recent version of the Registration Database white paper that outlines the Transportation of Dangerous Goods Directorate’s policy framework for this initiative. The CPA has noted that TC has only partially implemented the ERAP exemption in this version. TC claimed the ERAP information was insufficient to cover all company data for the CID process. 

This means that ERAP participants will still need to go through the CID registration process. 

This new version is expected to take effect on or after October 2022.
