UPDATE – ON: CPA gains win on small producer recycling fees

The CPA has received a small concession from the Resource Productivity and Recovery Authority after proposing reduced fees on refillable propane cylinders. 

CPA Government Relations Director Marcelline Riddell had argued that fees for small producers should remain at $75 rather than be raised to $100, and suggested fees for large producers be reduced from the $1,000 proposed to $500. This argument was based on the sector’s high recycling rates and low administrative requirements.  

On June 3, 2022, the Authority posted the final 2022 fee schedule for Hazardous and Special Products, providing a concession for small category E producers by holding their fees at $75 as proposed by the CPA. Larger producer fees will remain at the 2021 level of $1,000. 

Category E propane marketers have two obligations under the regulation: to 1) register with the Authority and pay the associated fee and 2) collect and manage refillable propane cylinders they market in the province. 

The CPA has reached out to the Deputy Registrar to provide the rationale for the fee level maintained for larger category E producers and will report any news back to members.
