NEW – Federal: CGSB public review period announced for containers for transport of dangerous goods by rail

On June 7, 2022, the Canadian General Standards Board published the CGSB 43.147 Containers for transport of dangerous goods by rail (formerly standard TP14877e). This places the standard in a public review period with comments allowed until August 6, 2022. 

The CPA and members submitted the following change requests that were implemented by the Board: 

a) 56. The addition of (in red): “The tank car is shipped directly to a consumer for unloading and not stored in transit, except for normal rail switching operations to allow the car to move from its original location to the consumer’s intended destination”. 

b) 11.33 was changed to provide detail on rupture discs not requiring removal during a visual inspection.

c) 11.3.5 was modified to allow movement of a car requiring maintenance to allow for other tanks loading or unloading, before the “One Time Movement” requirement is implemented. Specific caveats/pre-requisites identified in the clause must be met before this movement can take place.

A change request that was not accepted:

d) Under “Tank Car Facility” in definitions, the requested change to “replace in kind” was not accepted and any items listed must continue to be replaced in kind, or if changed, the change work would need to be completed at a tank car facility.
