NEW – Federal: Measurement Canada clarification on bulk refuelling

Print this Article

After concerns were raised to the CPA about some bulk refuelling locations using vapour return while metering product, we sought clarification from Measurement Canada who confirmed the requirement to NOT use vapour return lines when metering product due to the inaccuracies that are caused when the line is used.

As per Measurement Canada:

Measurement Canada would generally use one of the more general sections of the Weights and Measures Regulations when enforcing the policy of not allowing the use of vapour return lines, such as:

  • 68 (1) Every device for use in trade shall be installed, maintained and used so as to permit accurate measurement and eliminate means of perpetrating fraud when in use.
  • 233 A machine shall be designed and constructed to ensure complete delivery of the measured liquid and to prevent delivery of any unmeasured liquid.
  • 238 Where a machine is incorporated into a measuring system, the component parts of the system, including the liquid supply tank and any pump, piping, valve or delivery hose, shall be installed and used so as not to cause the machine to cease to measure accurately.

Or

  • 272 The equipment and accessories installed with a meter shall be selected and installed so as to minimize their interference with the proper operation and accuracy of measurement of the meter.

We have created a document for members to use as needed to ensure the correct process is being followed at any time propane is delivered through a metering device. Click here to access the document.
