CPA seeking provincial harmonization on permitting processes

The CPA has recently engaged with the new federal Regulatory Reconciliation and Cooperation Table (RCT), as suggested by Inspection and Technical Services (ITS) Manitoba, in addition to advancing our regulatory issues within the Government of Manitoba. 

The RCT was established in 2017 as a regulatory reconciliation process to help address barriers to trade that companies may experience when doing business across provincial and territorial borders. As an example of a comparative process, the Provincial and Territorial Advisory Committee has achieved a simplified process to register pressure equipment for boilers, pressure vessels and fittings across jurisdictions. 

ITS believes changing the dual permitting process for propane in Manitoba could be a priority for this Table to achieve intra-provincial harmonization of regulatory processes for propane. The CPA has submitted a notice of interest on this issue as part of the 2022-2023 work plan. The CPA will be working with the Manitoba government as the sponsor for this issue but other jurisdictions have also been contacted to address the propane permitting processes for propane installation. The CPA's intent is to harmonize regulations by adopting the most beneficial system for industry and have it used in every province in Canada.
