Federal – Part 6 Training in TDG amendments set to publish in spring

After years of consulting with industry, Transport Canada will be issuing changes to the training requirements under its Transportation of Dangerous Goods Regulations. The changes will be published in the Canada Gazette Part II in spring and will allow one year for industry to adapt to the new requirements. 

The intent of the changes was to clarify existing training requirements through adopting competency-based training and assessment. These include practical assessment of the duties an employee carries out such as required documentation, loading procedures and TDG handling requirements. 

During the consultation process, industry raised concerns about the prescriptive nature of the training requirements, and their real-life applications. For example, a worker may be immediately required to produce proof of training, which may not always be feasible. This becomes even more of an issue due to the nature of TDG certification cards, where the information can be unclear on the actual training performed.
