Canada-U.S. Regulatory Cooperation Council: Request for Stakeholder Comments

On November 25, 2017, a notification was posted in Part I of the Canada Gazette outlining the Government of Canada’s call for suggestions for regulatory cooperation that supports our participation in the Canada-U.S. Regulatory Cooperation Council (RCC).

The RCC was launched by the Canadian and U.S. governments in 2011. It seeks to eliminate regulatory barriers that impede trade between Canada and the U.S. The RCC is a working-level approach to regulatory cooperation that fosters alignment of Canada-U.S. regulations in an effort to remove unnecessary and duplicative regulations that create barriers to trade, while maintaining high levels of health, safety, and environmental protection. The RCC also supports regulatory cooperation on the joint development of future regulatory measures. The RCC involves 16 Canadian and U.S. departments from health, safety, and environmental protection sectors that work together to address 23 joint work plans.

Canadians, businesses, and stakeholders are encouraged to submit suggestions for regulatory reconciliation and cooperation items for federal consideration to bring forward to the RCC by January 8, 2018. Suggestions for regulatory reconciliation should focus on existing federal regulations that act as a barrier to trade, investment, or labour mobility between Canada and the U.S. Suggestions for regulatory cooperation should highlight areas where governments could cooperate in the development of future regulations to facilitate innovation, competition, and growth in emerging industries, technologies and sectors.
