Transport Canada has renewed six Equivalency Certificates. Previous Equivalency Certificates are hereby revoked and superseded by the new Equivalency Certificates, which are available on the CPA website.
NOTE: The conditions of each Equivalency Certificate must be complied with. Subsection 31(4) of the Transportation of Dangerous Goods (TDG) Act, 1992 stipulates that non-compliance with any of the terms or conditions invalidates an Equivalency Certificate. If any of the conditions are not complied with, the TDG Act, 1992 and Regulations would apply as though the Equivalency Certificate did not exist.
SU 10644 (Ren. 6)
This Equivalency Certificate authorizes the certificate holder to display a placard on each long side of the means of containment that meets the requirements of Specific Requirement 24 of clause 6.3 of CSA Standard B622-14, “Selection and use of highway tanks, TC portable tanks, and ton containers for the transportation of dangerous goods, Class 2”, January 2014.

SU 11028 (Ren. 4)
This Equivalency Certificate authorizes the members of the Canadian Propane Association (CPA) to transport UN1075, LIQUEFIED PETROLEUM GASES, Class 2.1, or UN1978, PROPANE, Class 2.1, with a label reduced to 30 mm in length. The label identifying the primary class is displayed on the non-cylindrical part (shoulder) of the cylinder.

SU 11123 (Ren. 8)
The Transportation of Dangerous Goods Regulations (TDGR) has redefined the term "small means of containment" from “a container with a water capacity of 454 L or less to a means of containment with a capacity of 450 L or less”. This Equivalency Certificate authorizes the members of the CPA to transport liquefied petroleum gas or propane in means of containment up to 454 L in water capacity, on which it is displayed dangerous goods safety marks normally permitted for small means of containment provided that the means of containment was manufactured before August 1, 2005. The standard CSA B339-96 authorized the manufacture of cylinders having a volume of 454 L or less. This standard was replaced by standard CSA B339-02 on July 13, 2005. As per standard CSA B339-02, the maximum volume of a cylinder of specification TC-4BWM is 450 L. Part 5 of TDGR does not authorize the manufacture of cylinders of specification TC-4BWM of more than 450 L after July 13, 2005. The TDG Act, 1992, requires the use of means of containment compliant with Part 5 of TDGR for the transportation of dangerous goods.

SU 11248 (Ren. 4)
This Equivalency Certificate authorizes the members of the CPA to transport propane cylinders without having to display the dangerous goods safety marks required for small means of containment. The barbecue type cylinders or those used in recreational vehicle (for which the capacity in propane or liquefied petroleum gas is less than or equal to 30 L) are collected at corner stores, service stations, grocery stores or hardware stores and are transported to the member of the CPA’s facility to be inspected, requalified, refilled, recycled, and/or disposed.

SU 11577 (Ren. 6)
This Equivalency Certificate authorizes the one-way transportation, by road vehicle or by ship on a domestic voyage, of storage tanks that do not comply with Part 5 (Means of Containment) of the TDGR and that cannot be safely emptied at the customer location. Tanks containing more than 5% capacity of UN1075, LIQUEFIED PETROLEUM GASES or PETROLEUM GASES, LIQUEFIED, Class 2.1, or UN1978, PROPANE, Class 2.1, can be transported to the nearest propane facility for servicing in accordance with CSA Standard B51-14.

SU 12435 (Ren. 1)
This certificate authorizes the members of the CPA and any person on behalf of its members to transport UN1978 propane or UN1075 liquefied petroleum gas in a TC 331 or MC 331 highway tank for which the inspection and test intervals were increased from a five-year requalification period to a ten-year period. These requirements were accepted by the CSA B620 Technical Committee in June 2017 and should be adopted in the next CSA B620 Standard that should be published in 2019 or 2020.
