Finally, after years of work from CPA members trying to obtain a level playing field for propane, a first step in the right direction in Ontario. On April 2, 2019, Ontario Ministry of Government and Consumer Services shared a draft of a proposed amendment to the Fuel Industry Certificates Regulation (O.Reg. 215/01) with the CPA for advance input. After receiving member comments, the CPA communicated general support for the proposed change that would provide an exemption under the Act for individuals who refuel propane powered vehicles at cardlock/keylock facilities and private outlets from the requirement to hold a propane plant operator certificate or record of training (ROT). The proposal was then posted for broader consultation and comment on the Regulatory Registry from April 18-28, 2019. The CPA’s formal response to this proposed amendment is attached here.
