On December 18, 2019, the CPA met with Environment and Climate Change Canada (ECCC) to advocate for change and to receive clarification on the Environmental Emergency Regulations (E2) and the Technical Guidelines (See Update: Federal technical guidelines for Environment Emergency Regulations published November 29, 2019).
In this initial meeting, CPA Board Chair Dan Kelly, Board Director James Callow, Vice-President Allan Murphy, Senior Director of Regulatory Affairs Robert Loenhart and Budget Propane’s Manager of Engineering and Special Projects Jacco Bos met with ECCC Director General Mary Taylor and E2 Manager Pierre Manseau.
Taylor and Manseau expressed their interest and openness to collaborate with the CPA to examine the unnecessary regulatory burden the E2 regulations place on the propane industry and the suggested changes to the regulations and guidelines. Manseau ended the meeting by suggesting further discussions on these important issues, which include changes and clarifications on sites using propane as fuel for power and heating, the requirements for first responder involvement on E2 plans and exercises, and rail overlap between Transport Canada and ECCC.
The CPA is encouraged by the positive feedback from this meeting and is planning to continue discussions early this year. Attached is a letter recapping the CPA's asks that was sent to ECCC following the meeting.
