In 2019, Transport Canada amended the Commercial Vehicle Drivers Hours of Service Regulations, including mandating the use of electronic logging devices as was reported in previous issues of this newsletter. The deadline requirement is only 11 months from mandatory implementation and Transport Canada is still missing key information on how to implement the requirements.
The requirement for trucks to have TC accredited certification provider lists for electronic logging devices (ELD) in vehicles is problematic. The original requirement indicated that there would be a 24-month implementation process to comply with the requirements and allowed for a two-year grandfather clause to have existing units updated with any requirements that may need to be adjusted.
Thirteen months have past for this requirement, leaving members only 11 months to comply by the June 2021 deadline imposed. Without TC identifying any authorized platforms in their TC requirements, the CPA feels it may be important to raise this issue with TC to have them amend their timeframes, as well as take action to identify accredited providers. This tight timeline – in addition to current delays from the effects of COVID-19, not to mention the difficulties our industry may encounter having no “accredited” platforms to select from – may make it very difficult for members to meet this requirement.
