The Canadian Propane Association is pleased to welcome a new addition to the team, Robert Loenhart as the new Senior Director of Regulatory Affaires and Safety. Robert has an Associate Degree of Science in Safety and Health from Columbia Southern University and has been a health and safety professional for more than 16 years. The draft Regulation (In French only) modifying the Regulation respecting mandatory reporting of certain emissions of contaminants into the atmosphere (Environment Quality Act - chapter Q-2, ss. 2.2, 46.2, 115.27, 115.34 and 124.1), which is scheduled to come into effect on January 1, 2020, provides changes that facilitate the identification of the person who is an emitter, is distributing fuels, and is responsible for reporting their emissions. The CPA has received the renewal certificates for SU 10644, SU 11028, SU 11123, SU 11248 and SU 11577, which are available on the CPA website. Members must update their certificates before March 31, 2020 and include the updated renewal number on their shipping documents. This can be done by pen on the shipping documents or they can be reprinted. As a reminder, the terms and conditions of each Equivalency Certificate must always be adhered to. Inspections by Transport Canada have found that highway tank facilities in different parts of the country have conducted work without being registered. Tanks that are assembled, modified, repaired, tested or inspected by these facilities are non-compliant with the Transportation of Dangerous Goods Regulations. Recalls and notices of defective repair or testing have been sent to affected highway tank owners. Transport Canada has released multiple guidance documents to provide more details on the Transportation of Dangerous Goods Part 7 update to the Emergency Response Assistance Plan requirements. These guides outline the updated requirements of Part 7 and identify clear steps for members who require an ERAP. The CPA would like to remind members of the Canadian Transport Emergency Centre’s free, 24-hour emergency response telephone number, which can be used on your dangerous goods shipping documents. Ontario’s Technical Standards & Safety Authority circulated a package of proposed revised Risk Safety Management Plans L1 and L2 renewal application forms to the Propane Advisory Council and Risk Reduction Group members (See NEW! ON – TSSA seeking input on revised RSMP renewal forms). Industry input was requested by the end of November, with the TSSA stating its intention to implement the new forms as of December 1, 2019. The Rail Security Regulations applies to rail loaders and comes into force May 6, 2020. Companies that are loading rail cars at their facilities are required to follow these regulations, which Transport Canada says aim to mitigate security risks on Canada’s railways. As of December 1, 2019, the License Agreements with FSN Training & Development and TeamWorks Solutions are no longer in effect. Effective January 1, 2020 the License Agreements with AQP and CHEMSafety will also be concluded. As of today, all trainers from Ontario, BC and Atlantic Canada are invited to purchase required PTI training materials directly from the Canadian Propane Association/Propane Training Institute. The CSA Group has launched an online platform that allows registered users free access to Transportation of Dangerous Goods (TDG) safety standards published by CSA Group referenced in federal TDG regulations.
