Due to COVID-19 delays, the new version of B620 has now been pushed to an August 2020 timeframe. This new version will eliminate the need for Equivalency Certificate SU 12435, which is up for renewal at the end of November. The CPA has been assured that the code is planned to come into effect by the revised date.

Health and safety requirements vary from province to province, however, the requirement to provide a safe working environment can be found in EVERY province requiring employers to safeguard employees from dangers in their workplace.

Alberta Environment and Parks (AEP) has published a draft Supplemental Guidance for Site-Specific Risk Assessments in Alberta for public comments. It provides important clarification and guidance on AEP’s requirements for site-specific risk assessments for managing contaminated sites. The Guidance is an important document to anyone responsible for a contaminated site in Alberta and explains the regulator’s expectations for assessing risks. Transport Canada has drafted the following guidance documents to assist railway loaders in developing and implementing a security plan and security awareness training under the Transportation of Dangerous Goods by Rail Security Regulations.

In 2019, Transport Canada amended the Commercial Vehicle Drivers Hours of Service Regulations, including mandating the use of electronic logging devices as was reported in previous issues of this newsletter. The deadline requirement is only 11 months from mandatory implementation and Transport Canada is still missing key information on how to implement the requirements.

Environment and Climate Change Canada delivered a new version of the Technical Guide for Environmental Emergency Regulatory Requirements on July 15, 2020. The deadline to provide changes to the document is before August 12, 2020.

Measurement Canada's approval services laboratories in Ottawa have resumed evaluation of prototype devices, but with a significantly reduced number of staff. The laboratories have started accepting type approval applications as well as receiving prototype devices at its testing facilities and shipping them from there.

The Government of Canada is taking immediate, significant and decisive action through Canada’s COVID-19 Economic Response Plan to support Canadians and protect jobs during the global COVID-19 pandemic, and to better position them for a strong recovery. The Finance Minister, Bill Morneau, announced that the Canada Emergency Wage Subsidy will be extended to December 2020.

The second survey data shows businesses are adapting to a distinctly new paradoxical phase of the pandemic, where businesses reopen because they can no longer afford to remain closed but struggle to break even while paying for pre-COVID level costs with significantly reduced revenues. Nearly all businesses and public spaces in Ontario reopened to Stage 3 on July 17. According to the Minister of Finance, about 99% of businesses will be able to operate in Stage 3, provided that they are in compliance with physical distancing and other safety requirements. Businesses in categories that are not included in the general Stage 3 reopening can visit the website of the Government of Ontario to submit their own reopening proposals.

Free Access to CSA Standards

The CSA Group has launched an online platform that allows registered users free access to Transportation of Dangerous Goods (TDG) safety standards published by CSA Group referenced in federal TDG regulations. Users can now log into Communities of Interest and register to find the TDG View Access site here.
