The CPA is pleased to announce that François Foucault has joined the CPA Team as Director of Training. He will be working with VP Regulatory Affairs and Safety Robert Loenhart to ensure our training material meets the industry’s highest quality standards and complies with Canada’s Codes and Standards. François holds a bachelor's degree in Industrial Relations and worked for several years in the airline industry as a trainer and airline pilot. Transport Canada has issued an important bulletin regarding thickness testing on highway and portable tanks during CSA B620 inspections. It applies to anyone who conducts internal, external, and upper coupler area inspections of highway and portable tanks, as required in CSA B620. Transport Canada has announced its Emergency Response Guidebook, which is reviewed every four years, is now available. On November 24, 2020 Ontario’s Technical Standards and Safety Authority posted amendments to the Gaseous Fuels Code Adoption Document, 2020 seeking feedback on proposed changes. The TSSA has removed four Ontario-specific amendments in the Gaseous Fuels CAD and added three new amendments. In total, 55 Ontario-specific changes will continue to be enforced by the TSSA for this CAD. The opportunity to provide feedback is open until December 30, 2020. On November 26, 2020, the Ontario government announced changes to fuel content regulations which will require fuel suppliers to increase renewable content in gasoline to 15 per cent by 2030. A first for a Canadian province, these changes aim to make everyday vehicle gasoline cleaner and result in an annual reduction of up to one megatonne of greenhouse gas emissions in 2030; the equivalent of taking 300,000 cars off the road annually. Transport Canada has announced that CAN/CGSB-192.3 TDG training, assessment and competency is now published. You can find the standard, at no charge, at the following locations: While these requirements have been published, they will not take effect until fall of 2021.The CPA will provide an evaluation to members and will, if required, modify its transportation of dangerous goods training manual. The Canadian Standards Association has published the new B620.20 code and it is now available for purchase on their website. With the publishing of this revision, the CPA equivalency certificate SU12435 is no longer required. The Transportation of Dangerous Goods Directorate presented more in-depth findings to the General Policy Advisory Council on November 19, 2020 regarding their infraction study. Overall findings indicate a reduction in non-compliance for the 2019-2020 timeframe, identifying a 3 per cent decrease year-over-year since 2015-2016 findings. On November 20, 2020, Technical Standards and Safety Authority (TSSA) President and CEO, Bonnie Rose, provided an update to stakeholders on the regulator’s progress in implementing its modernization initiative. Rose’s message highlighted new programs, fee structure and schedules that industry can expect to see over the next year as the TSSA becomes an outcome-based regulator. At a recent meeting of the Multi-Industry Association Committee on Transportation and Dangerous Goods, the topic of Transport Canada’s Transportation of Dangerous Goods virtual inspections was discussed. Transport Canada temporary certificates that were put in place to allow industry to forgo certain training and inspection requirements that were difficult to achieve due to COVID-19 challenges are set to expire.
