The CPA has uncovered some old photos, dating several years back, way before the CPA was formed. The first member to identify these two individuals will win a CPA10-branded spidey 8-in-1 screwdriver-flashlight!

Effective February 14, 2021, travellers five years of age and over entering at Canada’s land ports of entry, unless exempted, are now required to provide proof of a negative COVID-19 molecular test result taken in the United States within 72 hours before their arrival at the border, or proof of a positive COVID-19 test conducted between 14 and 90 days before arrival. This is similar to the existing requirement for pre-departure testing for air travellers.

A facility is typically restricted to requalifying expired cylinders at their address, except if they apply for a condition to be placed on their Certificate of Registration. These conditions now include mobile requalification, recently allowed by Transport Canada.

Health Canada recently announced in the Canada Gazette, Part I, Volume 154, Number 51: Regulations Amending the Hazardous Products Regulations its plans to adopt the 7th revision of the Globally Harmonized System of Classification and Labelling of Chemicals to maintain alignment with U.S. use of the same system. A summary including all the changes can be found here.

The CPA would like to remind you that the set of temporary exemptions to certain sections of the rules and regulations, pertaining to the qualification of railway personnel is granted under the notice of exemption X 21-02. The purpose of these temporary exemptions is to mitigate the continued health risks involved with railway personnel travelling and assembling in groups to renew their qualifications during the COVID-19 pandemic.

On February 8, 2021, the TSSA issued new guidance for propane handling, training and technology requirements in light of ongoing COVID-19 protocols.

The Ministère de l'Environnement et de la Lutte contre les changements climatiques and the California Air Ressources Board held the joint carbon market auction on February 17, 2021. 

A reminder that Transport Canada has provided an extension on the 10-year pressure relief valve replacement schedule. The CPA approached TC for the extension in response to membership concerns on difficulties in meeting the timeline.

Last December, the CPA requested feedback on virtual inspection experiences from members who had undergone the Transport Canada virtual audit process. The CPA contacted TC after receiving reports from members that TC had been requesting information on whether they were providing 20lb cylinder requalification reports to new owners upon purchase of a container. Members expressed their frustration to this new request from inspectors, indicating that it is beyond reasonable for public to keep a copy of a cylinder requalification report.

As of February 5, 2021, PTI and some provincial governments will have extended training certifications post expiry date. 

Provinces continue to adjust to the pandemic by reducing or increasing the size of groups for indoor and outdoor public and private gatherings, depending on rising case numbers. Check out Destination Canada's up-to-date information on regulations for safely meeting across Canada.
