Transport Canada has now confirmed that an enforcement instruction has been issued as of August 13, 2021. As announced in previous Regulatory Affairs newsletters, Transport Canada was working towards providing a bulletin to inspectors directing that they no longer include queries regarding provision of the requalification document to owners – this has now been done. Natural Resources Canada has developed a voluntary, self-assessment tool to provide feedback on the impact of your HVAC strategies during and after pandemics. It highlights key areas and best practices for efficient HVAC operation during these times with the intent of helping your operations team to respond with greater confidence. Technical Safety BC is conducting a review of the recently published B149 series of codes. The consultation for this process has been posted on the TSBC website: Gas codes consultation | Engage Technical Safety BC. The Technical Standard and Safety Authority (TSSA) has temporarily revised section 18 of O. Reg. 211/01 which states that comprehensive inspections must be conducted every 10 years. However, after consultation with the CPA, the TSSA is now allowing these inspections to be delayed until Dec. 31, 2022. Producers obligated under the Hazardous and Special Products (HSP) Regulation are required to pay fees to the Authority in 2021 to fund its operations, including the costs related to building and operating the registry, and compliance and enforcement activities. The 2021 registry fees apply only to producers. Producer responsibility organizations and other service providers such as processors, haulers and disposal facilities are not required to pay fees. Early in August, the Régie du Bâtiment du Québec (RBQ) received an access to information request to provide to a third party, the information they have on propane companies and their facilities in Québec. RBQ specifies that the information is for a market study. The Ministère de l'Environnement et de la Lutte contre les changements climatiques and the California Air Ressources Board held the joint carbon market auction on August 18, 2021. Transport Canada has responded to the CPA’s request to defer the replacement of pressure relief valves (PRV) in TC 4BWM16 cylinders by extending equivalency certificate TU 0807 (Ren. 1), which was set to expire at the end of the month, until September 30, 2022. As recently reported, the Resource Productivity and Recovery Authority (RPRA), the registrar responsible for the Hazardous and Special Products (HSP) Regulation (O. Reg 449/21) posted the final fee schedule for affected producers on August 25, 2021. The final fee schedule is available here. PTI - Propane Training Institute
