In May 2020, Technical Safety BC identified members to review the TSBC B149 Gas Code. The CPA has been included in this review process with Vice-President of Regulatory Affairs and Safety Robert Loenhart identified as a sitting member of the advisory group.

CPA’s Vice-President of Regulatory Affairs and Safety Robert Loenhart has been approached to provide input on a number of committees and advisory groups. The newest addition includes the Canadian Standards Association’s Propane Autogas Technical Committee, a North American-based committee attempting to harmonize regulations between the U.S. and Canada. He is also now participating on the Propane Autogas Advisory Council, a Canadian based council that examines all regulatory requirements for the propane motive fuel industry.

Transport Canada provided an update indicating that no further blitzes have been conducted since fall of 2019. TC also noted that registration operations have not been affected during COVID-19 and normal operations continue for the registration process. The status of registered facilities may be reviewed at any time on TC’s website by using their online tool.

Transport Canada is still seeking participants interested in pursuing electronic shipping documents for the transportation of dangerous goods and is planning to conduct a ‘regulatory sandbox’ with select companies.

For this second edition of #PROPANEday, the CPA has created social media posts for you to share on your social media platforms. This year’s messaging focuses on the critical role of propane in the COVID-19 pandemic and how the industry has risen to this unprecedented challenge.

 

To assist retailers with their retail operations as provinces across Canada begin to open up, the CPA has created a new section in the CPA Guide - Best Practices recommended during COVID-19 (V.3, May 4, 2020). Measures for Reopening your Retail Operations, located on page 10 of the guide, provides a number of appropriate public health measures that businesses can implement in their operations to prevent and reduce the spread of COVID-19 amongst employees and customers.

The pandemic has changed the way many businesses must operate, and Transport Canada is also adjusting. Inspectors are now conducting remote inspections for sites that are considered low risk; any facility that does not feel comfortable with the electronic response can opt for an in-person audit.

Technical Safety BC is also making the shift to virtual operations in the wake of the pandemic, moving its equipment design registration online. It is required by the Safety Standards Act and Regulations to have any regulated designs registered through Technical Safety BC. Design registration can now be submitted online for boilers and pressure equipment, welding, procedures, and gas technologies.

Consult gathering limitations across the provinces

All provinces across Canada have set up restrictions limiting the size of groups for indoor and outdoor public and private gatherings. The CPA has provided the following information to assist you in determining if you are able to host a training session, and under what conditions.

Free Access to CSA Standards

The CSA Group has launched an online platform that allows registered users free access to Transportation of Dangerous Goods (TDG) safety standards published by CSA Group referenced in federal TDG regulations. Users can now log into Communities of Interest and register to find the TDG View Access site here.
