Transport Canada wants your feedback on creating a new safety regulation under the Motor Vehicle Safety Act (the Act) for administrative monetary penalties. Transport Canada has released the following bulletin, Volumetric capacity on TC highway tanks, which covers important safety information about marking and filling highway tanks that transport dangerous goods. The bulletin is targeted to anyone who manufactures TC highway tanks and for those who fill these and other highway tanks with dangerous goods. While this does not immediately affect propane, some members may be affected for class 3 dangerous goods containers. Transport Canada has issued the following bulletin, New requirements for tank testers, tank inspectors and training organizations, to convey important about changes to the CSA B620:20 standard, covering certification requirements for highway and portable tank testers and tank inspectors. It also covers the new training organization registration related to tank testers and tank inspectors. With Transport Canada remaining firm on its deadline to implement Electronic Logging Platforms by June 12, 2021 for all federally regulated trucks, despite not having started the platform certification program until late October, the CPA has requested an update meeting in April 2021 to identify any issues that members may experience due to the program’s late start. On October 13, the Standards Council of Canada announced that Transport Canada has engaged with the Canadian General Standards Board to revert the Transport Canada standard TP14877 back to its status as a CGSB National Standard of Canada. TP14877 is a standard for “Containers for Transportation of Dangerous Goods by Rail”. The CPA has set up a sub-committee to examine the new document and requires your input before November 6, 2020. On October 23, 2020 Ontario’s Technical Standards & Safety Authority posted the 2020 Code Adoption Document for propane storage and handling. This move signals the Authority’s intention to proceed with adopting the National Code through the CAD for all regulated sectors, providing businesses with consistency across the country by aligning Ontario with other provinces and minimizing Ontario-specific amendments. The Ontario government released its response framework to limit the spread of COVID-19. In addition to developing a gradual approach for public health and workplace safety measures, the government is also providing temporary property tax and energy cost rebates - which includes propane - to eligible businesses effective November 16.
