The Transportation of Dangerous Goods (TDG) Directorate is introducing ‘modernized’ 30-Day Follow-Up Report Forms and their often-accompanying container specification forms. The amount and type of information collected via these forms have not changed.

Premier Ford’s Cabinet shuffle on June 18, 2021 moved key ministers on files the CPA had been advancing on members’ behalf.

The Régie du Bâtiment du Québec is conducting site verification on the required declaration of the total capacity of propane facilities and has indicated they plan to visit 100% of facilities in Québec.

Transport Canada recently provided a presentation indicating their intent to amend Part 6 of the Transportation of Dangerous Goods. This amendment expands the requirements for how industry will conduct training by adding practical portions to the training requirements, changes to the format of certificates, and other requirements meant to better assess the employee’s competency.

During the week of May 24, 2021, the General Policy Advisory Council met to discuss industry specific items for those that transport dangerous goods. Transport Canada (TC) raised an issue during the meetings that affects propane: its intent to propose a fee hike for container requalification facilities, startlingly similar to TSSA’s. Instead of issuing a separate invoice for actual services rendered – as what is currently taking place – TC is intending to charge a flat rate.

As announced previously, Transport Canada is working on a bulletin to inspectors directing them to no longer conduct queries on distributors who are currently required to provide a copy of a cylinder requalification document to new owners.

On June 8, 2021, the Ministry of the Environment, Conservation and Parks filed the final Hazardous and Special Products (HSP) regulation (O. Reg.449/21), under the Resource Recovery and Circular Economy Act. The difference between this final regulation and the proposed regulation posted in February 2021 is significant for CPA members.

The CPA’s requested revision to the B620 code regarding language pertaining to the CPA’s former equivalency certificate for the allowance of TC 331 or MC 331 highway tanks to maintain a 10-year B620 inspection interval, has been submitted, accepted and will be included in the next version of the code.
