Transport Canada has stated that it will likely not address member concerns with respect to adding regulatory oversight on rail to truck transfers and establishing authority having jurisdiction (AHJ) on this issue. The CPA has joined a Canadian Standards Association task force to begin work on including propane blends into the B149.5 Installation Code for propane fuel systems and containers on motor vehicles code. The ability to purchase an adaptor that would enable a consumer to refill 1lb non-refillable containers has been an ongoing concern for the CPA. Refilling any propane container must be completed by someone trained in this process. The CPA has recently engaged with the new federal Regulatory Reconciliation and Cooperation Table (RCT), as suggested by Inspection and Technical Services (ITS) Manitoba, in addition to advancing our regulatory issues within the Government of Manitoba. Transport Canada has provided the CPA with a list of facilities that are conducting both annual and five-year truck tank inspections. Over the summer, CSA requested feedback from industry on any concerns with the current editing of B149.5. While the commentary period has now expired, the CPA is on the code committee and can still bring forward any identified concerns to be added to the review process.
