AGC spoke out against proposed guidelines that would make establishing new mitigation banks more onerous.  The draft guidelines would make investment in mitigation less attractive and increase the cost of projects that rely on robust mitigation banks to comply with legal requirements and stay on budget.

On Friday, February 16, 2018, the Austin City Council passed a long-discussed ordinance requiring employers to provide employees with paid sick and safe leave ("PSL"). Austin is the first city in the South ever to enact such a law. This law, which will become effective October 1, 2018, will affect all employers with employees who work at least 80 hours in Austin during a calendar year. The Architecture Billings Index increased in February, and American Institute of Architects chief economist Kermit Baker said the organization remains "optimistic about the trends we're seeing at architecture firms this year." Multifamily housing and institutional specialization are especially strong sectors.

The Federal Reserve on Wednesday raised its key interest rate to a range between 1.5% and 1.75%, an increase of a quarter of a percentage point, in its first meeting under Chairman Jerome Powell. The rate-setting committee responded to a stronger economic outlook by signaling a brisker rate of increases in 2019 and 2020 than it has suggested in the past.
