At least seven lawsuits have been filed over the Occupational Safety and Health Administration's final rule reducing allowable exposure levels for silica dust. The rule is set to take effect June 23, 2017, for the construction industry and a year later for other industries.
OSHA notified the panel on April 11 that "seven petitions for review of the same final agency action" were filed in six courts of appeals within 10 days after the action was issued, according to a case document. One of the petitions was file by AGC of America. "Administration officials appear to have instead opted to set a new standard that is well beyond the capabilities of current air filtration and dust removal technologies," said Stephen Sandherr, AGC of America CEO. Anaheim-Santa Ana-Irvine and Monroe, Mich. Top Growth List; Fort Worth-Arlington, Texas, and Bloomington, Ill. Have Largest Declines; Many Energy-Producing Metro Areas Experience Big Losses
Construction employment increased in 234 out of 358 metro areas, was unchanged in 52 and declined in 72 between February 2015 and February 2016, according to a new analysis of federal employment data released by the Associated General Contractors of America. Association officials noted that many energy-producing areas experienced job losses during the past year.

Congratulations to the AGC Houston members whose construction projects were selected as winners and finalists. To qualify as a Landmark Award nominee, projects must have been completed between January 1, 2015 and December 31, 2015. Entries were selected based ontheir impact to Houston, best use of land, site plan, job creation and other factors.
The University of Houston is building a new Multidisciplinary Research and Engineering Building (MREB) that will support the university’s mission to provide Tier One research facilities. Under construction since 2014, Tellepsen is currently finishing the $51 million facility located on the footprint of the old Y-Building, just east of Engineering Building 1.
The four-story, 120,000 gross -square-foot building will house research labs, computational training facilities, visualization lab, high-performance computational server room, and an NMR spectrometer lab.
With this new facility, UH will be able to increase its annual research expenditures to $36 million per year, which should promote approximately $612 million worth of economic activity in Houston alone. The building is expected to open its doors in the fall. View more information here.
On March 31, 2016, Rice University and JE Dunn Construction Company broke ground on the highly anticipated new Parking Garage and Office Annex project.
The new six-story, 66,710 square-foot facility will house up to 295 work spaces. The east side of the building will be connected to a new seven-level parking garage with 450+ parking spaces. The building will feature terra-cotta fins that control the amount of natural light into the offices, while the parking garage will be disguised with leaf images displayed on large plastic scrims attached to the sides of the garage. Located near Rice’s Entrance 3, the new facility is scheduled to be completed summer 2017.

Congratulations to Anslow Bryant Construction, Ltd. on reaching 100,000 working man hours with no accidents at the Brian Patterson Sports Performance Center Project on the campus of Rice University.
The fully-funded $31.5 million project includes a 60,000-square-foot, two-story structure that will house a weight room, a home team locker room, coaching and staff offices, an auditorium, a football team lounge and areas for training and sports medicine that include hydrotherapy, plunge pools and exam rooms. The weight room and sports medicine areas will be available to student-athletes from all sports at Rice.

The AGC Houston Political Action Committee and Government Affairs Committee hosted an advocacy breakfast on Tuesday, April 26 with special guests Mayor Sylvester Turner, Representative Jim Murphy, District 133 and Corbin Van Arsdale, Texas Building Branch. The event featured an overview of the TBB legislative issues at hand, the current state of affairs, some of the current bills being discussed in House and State committees and Mayor Turner's first four months in office.
AGC Houston deeply appreciates Mayor Turner coming out this morning and informing the group of the enormous work the city and counties are doing to recover from last week's floods. Turner spoke of the "good work citizens and public servants are doing under some very difficult circumstances."

With a projected 0.7% first-quarter gross domestic product rate expected to be reported this week, few believe the Federal Reserve policymakers will increase interest rates this month. Some experts are debating whether the Federal Open Market Committee will hint in its statement this week that an interest rate increase is coming in June. Many economists believe the FOMC will not want to tighten monetary policy suddenly.

Imagine looking at a field of pipes and being able to identify them and what's flowing through them. Instead of keeping employees in the control room to monitor data, a worker could be able to tell if a measurement is out of line just by having the camera on the helmet read it.
Los Angeles-based Daqri is developing a virtual helmet for use in construction and other industries. The helmet's sensors and cameras are designed to make the construction industry safer and more productive. Autodesk, Hyperloop and Siemens have already placed orders for the helmet.

Hospitals are building green, but not necessarily going for certification. That has led some companies like Hammes to pay for the cost of certification. It recently built a $147 million hospital building that achieved LEED Silver certification.
