The Environmental Protection Agency is proposing regulatory changes related to stormwater discharge on construction projects on sites of at least one acre. This article outlines the most noteworthy changes and notes that they "could significantly increase the time, effort, and resources required to comply with stormwater management obligations. Moreover, those construction operators not familiar with the new obligations risk potentially debilitating enforcement actions from permitting agencies." You have until May 26 to comment on the proposal.

More than $53 million worth of construction lobbying efforts last year tried to effect changes related to regulatory issues, tax policy and highway funding. Construction trade groups and private companies led the efforts.

"You try to make sure that the vast majority of what [legislators are] hearing is from people who are really experts in the issue," said Jeffrey Shoaf, AGC of America's senior executive director for government relations. "They hear a lot from people who aren't necessarily experts who have a solution to a perceived problem rather than a sound solution to a demonstrated, significant problem."

Despite Monthly Slowdown, Construction Hiring Outpaced Overall Jobs Market On a Year-Over-Year Basis, New AGC Career Center Will Help Firms Find Qualified Workers Amid Growing Labor Shortages Construction employment rose in April by 1,000 for the month and 261,000 for the year as mild winter weather and labor shortages impacted the early spring hiring season for many firms, according to an analysis by Associated General Contractors of America.

The AGC Houston family mourns the passing of Dave Chapman, 1998 Chapter President and Honorary Life Member. Born in Wilkinsburg, Pennsylvania, Dave graduated from Rice University with a degree in architecture in 1953. At Rice he met and married his classmate Erminie Chambers. He began his lifelong career in construction by working for his father-in-law, Dunbar Chambers, at Farnsworth & Chambers. Upon Chambers' death, Dave co-founded Warrior Construction, which was later sold to Zapata.

In 1971 he left Zapata to found the Mayan Group, which provided construction management services on a variety of projects throughout the Southwest, including the Houston Museum of Fine Arts Brown Pavilion. He later sold Mayan to Gilbane Building Company where he remained as Vice President – Southwest Division until his retirement.

A memorial service was held May 8, 2016 at the Houston Country Club. AGC Houston extends its deepest sympathies to Dave Chapman's family, friends and colleagues.

AGC Houston contractor members are aligning their safety stand-down demonstrations from May 2-13, 2016 to support OSHA's National Fall Prevention Safety Stand-Down. Each year, falls consistently account for the greatest number of fatalities in the construction industry. AGC Houston's Safety Committee extended the national one-week event to two weeks so that more companies can participate and expose workers to safety tool box talks and demonstrations.

Many AGC Houston members are providing free services to demonstration jobsite safety. For a full list of these safety consultants, please click here.

On Friday, April 15, 2016, members of the JE Dunn Construction team attended the grand opening celebration of the 302-room Westin at The Woodlands Hotel in The Woodlands. Overlooking the Waterway, the 13-level building features 24,000 square feet of meeting space, an outdoor pool, a workout studio, a business center, retail restaurants, lobby bar and a second-level pool deck that connects to the fountains at Waterway Square.
   
An atrium-like foyer is the focal point of the highly flexible meeting and events level, which opens onto a waterside terrace on one end and the 6,000-square-foot Edgewater Ballroom on the other. The hotel was designed by Boston-based Elkus Manfredi Architects and the Houston office of Gensler. The project was developed by The Howard Hughes Corporation and Westin Hotels & Resorts.

This new network is an alliance of Houston construction companies, associations, and related businesses that have created an organization to generate safety awareness throughout all ranks of the construction industry. These like-minded partners recognize that many businesses and small contractors may not have the safety resources and support as that of larger entities.

The Construction Safety Network - Houston Chapter is assisted by OSHA and provides safety information and outreach to all companies and their workers, regardless of size, structure, or affiliation.

The Occupational Safety and Health Administration has published a final rule that updates requirements for personal protective equipment (PPE) for workers in general industry, shipyards, longshoring, marine terminals and construction.

The final rule reflects current national consensus standards, and ensures that workers can use up-to-date eye and face protection.

Responding to a complaint, OSHA inspected the Houston worksite of Alfa Laval Inc. in October 2015. OSHA cited the global technologies manufacturer for eight serious, three repeated and two other violations. The repeated citations were for exposing workers to struck-by and amputation hazards by failing to implement an energy control program that included training, procedures or periodic inspections. The same or similar violations were cited in an August 2011 inspection at Alfa Laval’s facility in Lykens, Pa., and in a May 2012 inspection at the company’s facility in Wood Dale, Ill.

With a projected 0.7% first-quarter gross domestic product rate expected to be reported this week, few believe the Federal Reserve policymakers will increase interest rates this month. Some experts are debating whether the Federal Open Market Committee will hint in its statement this week that an interest rate increase is coming in June. Many economists believe the FOMC will not want to tighten monetary policy suddenly.
