AGC of America continues to hear from many members about the labor market's tightness. While it is clear that worker shortages are, in some cases, a significant problem for many contractors, AGC needs to determine what steps firms are taking to cope with tight labor markets and improve the supply of new, qualified workers.

The U.S. House of Representatives recently passed the Strengthening Career and Technical Education for the 21st Century Act by a voice vote. The bipartisan vote shows the broad support for the bill, which reforms and reinvigorates the Carl D. Perkins Career and Technical Education Act to meet the current workforce needs through better program alignment, better reporting, increased work-based learning, promoting industry-recognized credentials and increased federal investment. The bill generally addresses AGC's recommendations, and AGC is calling on the U.S. Senate to swiftly consider the bill. Contact your Senators and urge them to support the bill.

Forty-four percent of highway contractors have experienced a work zone vehicle crash in the past year, according to the Associated General Contractors of America. More than 80 percent say the risk of such crashes has increased in the last decade.

The Houston office of Marek Brothers Systems, Inc. announced the promotion of four senior leaders in its commercial construction business. Saied Alavi, George Kissamis, Phil Nevlud and Jorge Rodriguez will serve as the senior management team leading sales and operation for core and tenant drywall, accoustical ceilings, paint, specialty finishes, flooring, fabric panels, shades, and special remodel projects. This team represents a tenure ranging from from 20 to 35 years and has led the company's work on some of Houston's most significant projects including multiple projects in the Texas Medical Center, ExxonMobil's Woodlands campus and many other corporate interior build outs.

The joint venture of Austin Commercial and Gilbane Building Company, nationally recognized leaders in construction services, has been selected by the City of Houston as the Construction Manager for the delivery of the Houston Airport System Mickey Leland International Terminal located at George Bush International Airport.   




The new terminal will be larger than the existing terminal in terms of size and operational capacity and will have enhanced features through contemporary design to include spacious ticket counters, expanded security checkpoints, waiting areas, modern concessions, clubrooms and restroom facilities.

Gilbane Building Company has announced that construction on the Menil Drawing Institute has entered its final stages, with key milestones having been celebrated in April and May to complete the exterior installation of the steel canopies, and final installation of the Port Orford cedar cladding of the building.  Once the exterior work is completed, white oak trees will be planted in the courtyards as part of the landscaping that will highlight this beautiful campus.

On June 29, 2017, Andrews Myers, PC hosted an Open House event to celebrate its new Houston home at 1885 Saint James Place, a new professional building located near the Galleria area. Guests enjoyed cocktails and hors d’oeuvres and a tour of the new space.




The firm relocated its office in May  to occupy the top two floors of the new building. "We’d been searching for a new location for our growing firm for the better part of a year," said Patrick Hayes, co-managing shareholder at Andrews Myers. "It was perfect timing that our long-time client and friend Dennis Nelson and The Mission Companies, had partnered with another long-time client and friend, Tellepsen Builders, to develop 1885 St. James and that the building became available within our lease window. It’s an exceptional property and we are excited to be the anchor tenant there."

OSHA recently lost a bid to enforce citations for substantial violations against a general contractor. The citations at issue related to the exposure of a subcontractor's employees to excavation hazards.  An OSHA Review Commission Administrative Law Judge handed down the decision voiding the citations.

This case is especially significant in terms of OSHA's multi-employer liability theory, given that the facts of OSHA's case were particularly strong.

On Aug. 1, OSHA will launch a web-based form that will allow employers to electronically submit required injury and illness data from their completed 2016 OSHA Form 300A. The webpage will offer three options for submitting data, and includes information on reporting requirements, a list of frequently asked questions, and a link to request assistance with completing the form.

OSHA has announced the release of the OSHA-NIOSH Heat Safety Tool. The new app, available for Android and iPhone, is a collaborative effort between OSHA and NIOSH to update the OSHA Heat Safety Tool.
Anyone using the current OSHA Heat Safety Tool is encouraged to download the new OSHA-NIOSH Heat Safety Tool. The OSHA Heat Safety Tool will be available through September 30, 2017.
