According to newly-released data from AGC of America, construction employment grew in 252 out of 358 metro areas between August 2018 and August 2019, declined in 60 and was unchanged in 46.While the Dallas, Plano and IRving areas increased construction jobs by 8 percent, many firms are having to boost pay and benefits, investing in more training programs and adopting new technologies to attract talent.

On Sept. 19, Jamey Sanders, Vice President of Choctaw Transportation and Division Chair of AGC of America's Federal and Heavy Construction Division, testified before the Senate Committee on Environment and Public Works on the importance of water resource infrastructure to the U.S. economy. This is the first of a series of Senate hearings that will be held as Congress considers reauthorization of the Water Resource Development Act (WRDA). In his testimony, Sanders applauded the Senate for continuing a regular two-year authorization of this legislation and described the impact of underfunded and aging water resource infrastructure.

The National Labor Relations Board has issued a proposed rule addressing union recognition in the construction industry. AGC plans to submit comments prior to the October 11, 2019, deadline. The Board is presently proposing a new regulation that would overturn that case law. Under the proposed rule, contract language alone would not be sufficient to establish a 9(a) relationship.
