As previously reported by AGC, the U.S. Environmental Protection Agency (EPA) is accepting public comment on its draft 2017 National Pollutant Discharge Elimination System (NPDES) Construction General Permit (CGP) until May 26. AGC has taken numerous actions over the past several weeks to inform the EPA staff tasked with reissuing the federal CGP of AGC’s main concerns with the agency’s proposed draft.



AGC is very concerned by EPA’s attempt to "add on" electronic SWPPP reporting—in the midst of an already insufficient 45-day comment period on the draft 2017 CGP.

The National Center for Construction Education and Research's ‘Build Your Future’ initiative will be accepting applications for 2016 Workforce Development Scholarships starting through June 1, 2016.



Last year the Education and Research Foundation awarded 19 scholarships to students attending technical schools or approved craft training programs.

Despite Monthly Slowdown, Construction Hiring Outpaced Overall Jobs Market On a Year-Over-Year Basis, New AGC Career Center Will Help Firms Find Qualified Workers Amid Growing Labor Shortages Construction employment rose in April by 1,000 for the month and 261,000 for the year as mild winter weather and labor shortages impacted the early spring hiring season for many firms, according to an analysis by Associated General Contractors of America.

More than $53 million worth of construction lobbying efforts last year tried to effect changes related to regulatory issues, tax policy and highway funding. Construction trade groups and private companies led the efforts.




"You try to make sure that the vast majority of what [legislators are] hearing is from people who are really experts in the issue," said Jeffrey Shoaf, AGC of America's Senior Executive Director for Government Relations. "They hear a lot from people who aren't necessarily experts who have a solution to a perceived problem rather than a sound solution to a demonstrated, significant problem."

The Occupational Safety and Health Administration has published a final rule that updates requirements for personal protective equipment (PPE) for workers in general industry, shipyards, longshoring, marine terminals and construction.




The final rule reflects current national consensus standards, and ensures that workers can use up-to-date eye and face protection.

Hiring in the office-employment sector is strong, as is demand for space. However, many developers steer clear of speculative office buildings because construction has managed to keep pace with demand in many markets and because of construction costs and lack of available land. "We are witnessing the early and tentative stages of transition from a landlord's market to a tenant's market," said Keith DeCoster of Savills Studley.
