As previously reported by AGC, the U.S. Environmental Protection Agency (EPA) is accepting public comment on its draft 2017 National Pollutant Discharge Elimination System (NPDES) Construction General Permit (CGP) until May 26. AGC has taken numerous actions over the past several weeks to inform the EPA staff tasked with reissuing the federal CGP of AGC’s main concerns with the agency’s proposed draft.
AGC is very concerned by EPA’s attempt to "add on" electronic SWPPP reporting—in the midst of an already insufficient 45-day comment period on the draft 2017 CGP.

The National Center for Construction Education and Research's ‘Build Your Future’ initiative will be accepting applications for 2016 Workforce Development Scholarships starting through June 1, 2016.
Last year the Education and Research Foundation awarded 19 scholarships to students attending technical schools or approved craft training programs.

The Department of Labor's new overtime pay rule goes into effect Dec. 1, at which time contractors will likely be forced to reduce workers' hours and benefits, according to several trade groups, including AGC. "The Obama administration has placed yet another burden on contractors that forces them to spend even more of their limited proceeds on compliance instead of compensation," said AGC's Brian Turmail, adding that the group would "pursue legislative corrections."

The Houston-area employees of Gilbane Building Co. were busy in April, supporting several local charities and taking part in Earth Day activities. On April 16, team members volunteered at the 11th annual Earth Day Houston celebration. Gilbane helped to set up tents and manning the beverage station. The event promotes ways in which we can conserve energy, plant trees and cut down on waste.
A team of women at Gilbane built and donated a playhouse for Girls Inc. Of Greater Houston. The playhouses were part of an event—Project Playhouse—built by architecture firms, engineering firms, builders, contractors, residential brokerages and real estate developers. The playhouses were on display April 14 before being auctioned to raised funds for the organization.
Gilbane employees also collected clothing and personal items for Closed By Faith, to help Houston area flood victims.

Gilbane Building Company announced that Sherman Shwartz joined its management ream. Sherman will be working with the operations team on a large scale project in Mexico. He has extensive project management credentials and brings more than 30 years of construction industry experience managing large capital programs across various industries including food & beverage, pharma/bio, life sciences, and general industrial. Most recently, Sherman was a senior Vice President over project delivery and risk management in CH2MHill’s Global Oil & Gas Group, based in Houston, Texas.
Sherman is a graduate of Northeastern University in Boston, MA, where he earned a bachelor's of science in chemical engineering. He is a member of Project Management Institute (PMI), American Institute of Chemical Engineers (AIChE), and the Construction Industry Institute (CII).
