Transport Canada has created a new activity (#2018-002) in the CARAC Activity Reporting System on Responsible Aerodrome Development – Phase II and have added a Preliminary Issue & Consultation Assessment (PICA) for your review. To view the PICA, please visit the link.
In summary, Transport Canada is receiving complaints regarding developments and the erection of obstacles around aerodromes that can adversely affect the safety, functioning and long-term viability of the aerodrome. There is currently no requirement for landowners/developers in the vicinity of an aerodrome to consult, regarding their intent to erect potential obstacles nearby, with the owners/operators of those aerodromes, unless there is an Airport Zoning Regulationin place. As a result, aerodrome operators are seeking federal intervention.
Transport Canada seeks to mitigate the concerns brought forward by strengthening guidance material and the introduction of consultation between proponents and aerodrome owners/operators in advance of such undertakings.
To this end, you are invited to provide your feedback on this initiative and the impact, if any, this will have on you or your organization.
Please send your comments in writing to fred.jones@h-a-c.ca no later than September 20, 2018. At that time, HAC will consolidate comments-received in a single submission to Transport Canada.
