With the political debate on refugees becoming heated, the idea of rescuing scholars is getting tougher, and there have been questions about the morality of offering sanctuary to professors while others are left to the mercy of traffickers. 

A non-profit based in Rwanda opened a branch in Kiziba that offers local refugees access to degree courses. 

Singapore capped international enrollment in 2011, and has since put a greater emphasis on meeting local demand.
