EPA Expected to Propose In-Service Inspection of Kb Tanks

EPA is expected to propose an amendment to its NSPS regulations in September that will clarify that certain tanks regulated under Subpart Kb will be allowed to undergo in-service inspections of floating roof seals rather than being required to be taken out of service for the inspections. With reduced petroleum demand during the pandemic, more tanks are full and there is insufficient capacity to empty tanks for out-of-service inspections. Plus, in-service inspections are better for the environment. EPA also plans to issue an interim policy that would allow tank operators to conduct in-service inspections while the proposal is finalized.
