The Committee assists the FMSC, Eighth District, in developing, reviewing, and updating the Area Maritime Security Plan for their area of responsibility.

TSCA Science Advisory Committee on Chemicals; Request for Nominations; Extension of Nomination and Public Comment Periods

SUMMARY:
On March 20, 2020, the Environmental Protection Agency (EPA) invited the public to nominate scientific experts from a diverse range of disciplines to be considered for appointment to the Toxic Substances Control Act (TSCA), Science Advisory Committee on Chemicals (SACC). On April 15, 2020, a federal district court vacated the grants policy articulated in EPA's 2017 federal advisory committee membership directive. In light of that intervening decision, EPA is extending the nomination and public comment periods to receive additional nominees and input on prospective candidates for the SACC. Please note that all prior nominations and comments will be considered by EPA and do not need to be resubmitted.

DATES:
Nominations: To be considered for appointment to the SACC nominations must be received on or before September 1, 2020. Late nominations will not be considered.

Comments: Public comments on prospective candidates for membership on the SACC must be received within 30 days of EPA posting of an updated List of Candidates. The availability of the list and the due date for public comments will be announced through the Office of Chemical Safety and Pollution Prevention (OCSPP)'s listservs.

On April 1, 2020, the U.S. Environmental Protection Agency (EPA) invited nominations of scientific experts from a diverse range of disciplines to be considered for appointment to the EPA Science Advisory Board (SAB) and four SAB standing committees described in this notice. On April 15, a federal district court vacated the grants policy articulated in EPA's 2017 federal advisory committee membership directive. In light of that intervening decision, the EPA is extending the nomination period until August 31, 2020. Appointments will be announced by the Administrator and are anticipated to be filled by the start of Fiscal Year 2021 (October 2020).

Correction to 30-Day Notice Requesting Extension of a Currently Approved Information Collection for Chemical-Terrorism Vulnerability Information (CVI)

Correction; extension of comment period.

SUMMARY:
The Infrastructure Security Division (ISD) within the Cybersecurity and Infrastructure Security Agency (CISA) is issuing a correction to the 30-day notice and request for comments to extend Information Collection Request (ICR) 1670-0015 published in the Federal Register on July 20, 2020. Because this notice also includes an update and corrects the docket number in the previously published 30-day notice, CISA is extending the comment period for ICR 1670-0015 for an additional 30 days.

Comments are due by September 10, 2020.

This notice also seeks public comment regarding the proposed project scope changes. Please note, MARAD and USCG have determined that this notice is sufficient for satisfying National Environmental Policy Act (NEPA) requirements for public scoping and seeking public comment on an agency action.

Significant New Use Rules on Certain Chemical Substances (20-8.B)

SUMMARY:
EPA is proposing significant new use rules (SNURs) under the Toxic Substances Control Act (TSCA) for chemical substances which are the subject of premanufacture notices (PMNs). This action would require persons to notify EPA at least 90 days before commencing manufacture (defined by statute to include import) or processing of any of these chemical substances for an activity that is designated as a significant new use by this proposed rule. This action would further require that persons not commence manufacture or processing for the significant new use until they have submitted a Significant New Use Notice (SNUN), and EPA has conducted a review of the notice, made an appropriate determination on the notice, and has taken any risk management actions as are required as a result of that determination.

SUMMARY:
The U.S. Department of Energy's (DOE) Office of Fossil Energy (FE) will act on applications and amendments requesting to export domestically produced natural gas—including liquefied natural gas (LNG), compressed natural gas, and compressed gas liquid—from the lower-48 states to non-free trade agreement (non-FTA) countries for a term ending on December 31, 2050, discontinuing its practice of issuing standard 20-year export terms. In this Final Policy Statement, DOE responds to the 22 public comments received on the Proposed Policy Statement and describes the implementation process for long-term non-FTA authorization holders and applicants to request this term extension, and for DOE to adjudicate each request.

This policy statement is effective on August 25, 2020.

A Notice by the Foreign-Trade Zones Board on 08/25/2020

On April 21, 2020, Golden Pass LNG Terminal, LLC submitted a notification of proposed production activity to the FTZ Board for its facility within FTZ 116, in Port Arthur, Texas.

The notification was processed in accordance with the regulations of the FTZ Board (15 CFR part 400), including notice in the Federal Register inviting public comment (85 FR 27206, May 7, 2020). On August 19, 2020, the applicant was notified of the FTZ Board's decision that no further review of the activity is warranted at this time. The production activity described in the notification was authorized, subject to the FTZ Act and the FTZ Board's regulations, including Section 400.14.
