SUMMARY: The Maritime Administration (MARAD) and the U.S. Coast Guard (USCG) announced they have received an application for the licensing of a deepwater port, and that the application contains information sufficient to commence processing. This notice summarizes the applicant's plans and the procedures that will be followed in considering the application.
DATES: The Deepwater Port Act of 1974, as amended, requires at least one public hearing on this application to be held in the designated Adjacent Coastal State(s) not later than 240 days after publication of this notice, and a decision on the application not later than 90 days after the final public hearing(s).

Draft National Environmental Policy Act Guidance on Consideration of Greenhouse Gas Emissions

SUMMARY: The Council on Environmental Quality (CEQ) is publishing draft guidance on how National Environmental Policy Act (NEPA) analysis and documentation should address greenhouse gas (GHG) emissions. This Draft of the National Environmental Policy Act Guidance on Consideration of Greenhouse Gas Emissions, if finalized, would replace the final guidance CEQ issued August 1, 2016, titled Final Guidance for Federal Departments and Agencies on Consideration of Greenhouse Gas Emissions and the Effects of Climate Change in National Environmental Policy Act Reviews, which was withdrawn effective April 5, 2017 for further consideration pursuant to Executive Order 13783 of March 28, 2017, Promoting Energy Independence and Economic Growth.
DATES: Comments should be submitted on or before July 26, 2019.

SUMMARY: The United States Coast Guard will conduct an open meeting in Washington, D.C. in preparation for the upcoming one 120nd session of the International Maritime Organization (IMO) Council to be held at the IMO Headquarters, United Kingdom, July 15-19, 2019.
DATES: This meeting will be held on Thursday, July 11, 2019, beginning at 2:00 p.m., Eastern Time. This meeting is open to the public.

Deepwater Port License Application: Texas GulfLink LLC

ACTION: Notice of intent; notice of public meeting; request for comments.
SUMMARY: The U.S. Coast Guard (USCG), in coordination with the Maritime Administration (MARAD), will prepare an environmental impact statement (EIS) as part of the environmental review of the Texas GulfLink LLC (Texas GulfLink) deepwater port license application. The application proposes the ownership, construction, operation and eventual decommissioning of an offshore oil export deepwater port that would be located in Federal waters approximately 28.3 nautical miles off the coast of Brazoria County, Texas in a water depth of approximately 104 feet. The deepwater port would allow for the loading of Very Large Crude Carriers (VLCCs) and other sized crude oil cargo carriers via two single point mooring buoy systems.
This Notice of Intent (NOI) requests public participation in the scoping process, provides information on how to participate, and announces an informational open house and public meeting in Lake Jackson, TX. Pursuant to the criteria provided in the Deepwater Port Act of 1974, as amended, (the Act), Texas is the designated Adjacent Coastal State for this application.
DATES: There will be one public scoping meeting held in connection with the Texas GulfLink deepwater port application. The meeting will be held in Lake Jackson, TX on Wednesday, July 17, 2019, from 6:00 p.m. to 8:00 p.m. The public meeting will be preceded by an informational open house from 4:00 p.m. to 6:00 p.m.
The public meeting may end later than the stated time, depending on the number of persons wishing to speak. Additionally, materials submitted in response to this request for comments on the Texas GulfLink deepwater port license application must reach the Federal Docket Management Facility as detailed below by Wednesday, July 31, 2019.

Jet Fuel Complex at Fresno-Yosemite International Airport

SYNOPSIS: The purpose of this announcement is to issue the Presolicitation Notice for the Replace Jet Fuel Complex at Fresno-Yosemite International Airport, Air National Guard Base at Fresno, CA., Solicitation (Request for Proposal) W91238-19-R-0052.
The Contractor shall construct a new JP-8 jet fuel storage complex consisting of two 397.4 kL (2,500 BL) above-ground, steel storage tanks, complete with lined concrete foundations, secondary containment, fixed roof and internal floating pans. The complex will also include, two (2) commercial truck unloading stands (offloads), and two (2) truck loading stands (fillstands), a pump house and POL equipment storage building; cathodic protection; site preparation and improvements, utility extension, pavement extensions, communications support extension, security fencing with gates; emergency generator, area lighting, fire protection and fire alarm system.
Project includes demolition and removal of the existing six underground storage tanks, existing truck loading and off-loading system, existing refueler truck parking facilities, and asbestos-containing concrete or asphalt. Acquisition Information:

SUMMARY: The Transportation Security Administration (TSA) invites public comment on one currently-approved: Information Collection Request (ICR), Office of Management and Budget (OMB) control number 1652-0056, abstracted below that we will submit to OMB for an extension in compliance with the Paperwork Reduction Act (PRA). The ICR describes the nature of the information collection and its expected burden. The collection allows TSA to assess the current security practices in the pipeline industry through TSA's Pipeline Corporate Security Review (PCSR) program. The PCSR program is part of the larger domain awareness, prevention, and protection program supporting TSA's and the Department of Homeland Security's missions.
