Issue Update
The U.S. Environmental Protection Agency on March 27 relaxed rules for summer gasoline standards to allow for sales of winter-grade gasoline at least through May 20 to account for a glut of the fuel amid plunging demand as U.S. drivers stay home.
ILTA applauded the U.S. Occupational Safety and Health Administration for its fact-based decision to revisit prior findings regarding gasoline blending at terminals in a March 24 article in BIC Magazine and on social media.
The Emergency Coronavirus Stimulus package gives the Senate some additional time to continue negotiations on a longer-term bill approved by the House and Senate and signed by President Trump on March 27, expands authorization of the Chemical Facilities Anti-Terrorism Standards program by another three months, until July 23.   
A federal judge on The U.S. District Court for the District of Montana vacated the Army Corps of Engineers’ Nationwide Permit 12 on April 15. This program is used to permit linear infrastructure projects that cross rivers, streams, wetlands and other water bodies throughout the country.
Unmeasured losses in terminal operations can cost millions

In modern tank and terminal facilities, material transfer operations include a mix of legacy processing systems, new technologies installed to improve operations, and tank monitoring software. But some older facilities have not modernized their operations and can be subject to millions of dollars in unaccounted losses. An assessment of the current situation is the best place to begin.

The U.S. Coast Guard on March 20 issued its Cyber - Navigation and Vessel Inspection Circular to establish cyber expectations for Maritime Transportation Security Act (MTSA) facilities. ILTA commented on the draft NVIC in July 2017.
DHS in late February submitted the long-awaited RAND report, “Results from the Assessment of the Risk Mitigation Value of the Transportation Worker Identification Credential.”
ILTA on March 12 submitted comments on the Ohio Environmental Protection Agency’s Division of Air Pollution Control’s January 2020 Draft Engineering Guide #8 – Compliance Tests at Bulk Gasoline Terminals.

Crude oil prices have fallen significantly since the beginning of 2020, largely driven by the economic contraction caused by the coronavirus and a sudden increase in crude oil supply following the suspension of agreed production cuts among OPEC and partner countries.
The largest oil supply surplus the world has ever seen in a single quarter is about to hit the global market, creating an imbalance of around 10 million b/d, a representative with Rystad Energy, an Oslo, Norway-headquartered independent energy research and business intelligence specialist, said March 24.

 ILTA held its Spring 2020 Environmental, Health, Safety and Security Committee and Operations Council meetings virtually on March 31 and April 1 with fantastic attendance at all three sessions.

ILTA accepting submissions through May 22 for the Terminal Operating Practices Symposium, an education series designed to provide terminal operators a forum to exchange lessons learned from facility incidents and discuss effective operating practices with their peers. TOPS 2020 is slated for Thursday, September 24 in Boston.
