Save the Date - MCAC’s Annual National Conference Returns in September!
After a two-year hiatus, the MCAC Annual National Conference starts back up Sept. 28 to Oct. 1, 2022.
For years, Pier 21 in Halifax, N.S. brought people together from all over the world as an entry point to Canada. In September 2022, this iconic Canadian landmark will once again serve as a welcoming point as MCA Canada prepares to hold its first Annual National Conference since Nashville in 2019.
"Stating it bluntly, it has been far too long since we have all been together,” said Tania Johnston, MCA Canada’s Chief Executive Officer. "As a national association representing 1,000 members across the country, this annual event is one of the best ways for us to connect with members, network, and discuss important industry issues. We are so excited to have this event on the calendar once again, and we can’t wait to see everyone in Halifax.”
Conference registration is expected to open on April 1, 2022, and will be available at https://conference.mcac.ca.
MCAM recently participated in workshops concerning Manitoba’s Energy Future Strategy. The province is now seeking public input to help Develop its Long-Term Energy Policy Framework. Vertical infrastructure is one the leading contributors to greenhouse gas emissions in Manitoba, with direct links to mechanical systems and technology. MCAM is encouraging its members to participate in the provincial survey as the outcome of Manitoba’s Energy Future Strategy may have significant implications for the industry.

You are invited to participate in a review of the draft Red Seal Occupational Standard (RSOS) for the Plumber trade for Canada.
A draft of the standard was developed at a national virtual workshop attended by trade experts and apprenticeship instructors from across Canada. After this online survey is completed, provincial and territorial industry and apprenticeship committees will also review and validate this standard. In preparation for this step, we would like to give individuals who would like to participate the opportunity to do so.
For this trade, the standard is divided into Major Work Activities, which are broken down into Tasks, which are further broken down into distinct Sub-Tasks.
Deadline: March 30, 2022
The survey is completely voluntary and is anonymous, though if you possess a Red Seal, the first digits of your Red Seal number will be requested (these do not identify any individual).
All comments will be forwarded to your province/territory’s apprenticeship authority to review with their committees for consideration.

According to Statistics Canada, almost one in four Manitobans over the age of 15 (or approximately 234,000 people) have a disability. While Manitobans with disabilities are already an important part of our provincial workforce, they also represent a skilled segment of unemployed individuals looking for work. Accessible employment levels the playing field, improves productivity, and makes workplaces healthier and safer for everyone – often, at little or no cost.
In 2019, the Legislative Assembly of Manitoba passed the Accessible Employment Standard Regulation. Its purpose is to make accessibility a regular practice when recruiting, hiring and supporting employees who experience barriers in the workplace. The regulation builds on existing requirements of The Manitoba Human Rights Code and applies to paid employees who are: Full time Part time Apprentices, and Seasonal By May 1, 2022, all employers in Manitoba with one or more employee(s) will be required to comply with this regulation. Changes Would Help Contractors Invest in Business, Contributing to Employment and Economic Impact: Helwer
The Manitoba government is introducing new legislation, the Prompt Payment for Construction Act, which would establish payment obligations to contractors and subcontractors in the construction industry to alleviate payment delays, Labour, Consumer Protection and Government Services Minister Reg Helwer announced today.
“The optimal window for major construction is often limited by seasonal challenges, so ensuring greater efficiency in project remuneration is important to the flow of work performed, benefitting contractors and clients,” said Helwer. “This legislation will specify a timely payment structure based on the progress of the work, the achievement of certain project milestones and project conclusion.”
The minister noted Bill 28 has been developed in response to concerns expressed by construction industry stakeholders, including the Manitoba Prompt Payment Coalition (MBPP) and its member associations, that delayed payments throughout the payment chain are problematic. While existing laws help secure claimants’ rights to payments and ensure payments are kept within the construction pyramid and flow appropriately, there is currently no remedy for a late payment.

Effective April 4, 2022, the Planning, Property & Development Department will no longer require
Building Occupancy Permits for a change in tenant/occupant only in an effort to realign requirements for occupancy permits with the provisions of the Manitoba Building Code. This includes: - No change in use as per the Manitoba Building Code and/or Winnipeg Zoning By-Law is planned, - No construction work that would otherwise trigger the need for an occupancy permit is being carried out, - No increase in size, or change in dimensions of the occupant/tenant space is planned, - No increase in the Occupant Load (number of persons utilizing the occupant/tenant space) from the previous use is planned, - Administrative changes to business names and/or business owner. By deleting the regulatory process for businesses moving into existing buildings without proposing any alterations, the Division is refocusing its mandate and resources on matters of life/fire safety and general Building Code compliance.
