MEMBERS CONNECTING
After two long years, MCAM was pleased to host the Annual President’s Ball April 22 at the Victoria Inn. This year’s theme was a Masquerade Party and many who attended such as Hr. Heather Stephenson, Premier of MB showcased their unique masks as they were greeted at the door with champagne by MCAM’s Social Committee and MCAM President Julien Lafleche.
MCAM’s 2022 AGM was held at the RBC Center April 20 at 11 a.m. MCAM President Julien Lafleche welcomed special guests in attendance, Sean Scott (CSAM). Tania Johnston & Wayne Davidson (MCA Canada).
He began by recognizing 2021 marked MCAM’s 50th Anniversary representing Manitoba’s Mechanical Industry.
On April 20 at the RBC center, Dan Leduc provided an overview of how Prompt Payment legislation dramatically decreases the time spent waiting for payments.

Increasing value of MCAM membership is MCAM's top priority. The Board of Directors believes in supporting local businesses and offering membership premium discounts and preferred rates is another great reason to be an MCAM member.
An event co-hosted by MCA Manitoba and MCA Canada was held in Winnipeg April 21 to explore current industry issues, as well as strategies to mitigate those "mechanical contractor migraines." This program featured a stellar lineup of speakers and covered issues such as labour force demand, supply chain issues, supplementary general conditions in contracts, net zero and its impacts, and collaborative contracting methods.
It is with great excitement that Construction Education Council, in affiliation with MCA Canada Associate Members, announces the forthcoming Richard McKeagan Scholarship Series. The application process will open June 1, with a deadline of August 12.
To be eligible for the Richard McKeagan Scholarship Series, applicants: must be a Student Chapter Member or child/ward of salaried employee of MCAC member company (company needs to be member for at least one year),
must be enrolled in a full-time post-secondary program leading to a degree, certificate, or diploma from an accredited Canadian university, college, or apprenticeship program, with a minimum “B” average for the previous year, may also be a registered apprentice in a mechanical contracting trade, and must not otherwise receive a major scholarship or bursary.

I am a Project Manager for a large industrial contractor. We have been faced with project overuns resulting in construction claims/disputes. MCAM is offering a workshop called Avoiding and Managing Disputes May 26. This one-day workshop will start with an overview of the common factors that cause project overruns and resultant construction claims/disputes, as well as project warning signs. The project lifecycle will be explored, including considerations to support dispute avoidance and effective dispute management at the different stages of projects. Key considerations for industrial projects, including contract awareness, contract administration, and the importance of scheduling, project controls, documentation and communication, will be presented. Change order and claim development, and best practices to prepare and present complex change orders and claims that may involve delay and/or loss of productivity, will be discussed. Changes Would Help Contractors Invest in Business, Contributing to Employment and Economic Impact: Helwer
The Manitoba government is introducing new legislation, the Prompt Payment for Construction Act, which would establish payment obligations to contractors and subcontractors in the construction industry to alleviate payment delays, Labour, Consumer Protection and Government Services Minister Reg Helwer announced today.
“The optimal window for major construction is often limited by seasonal challenges, so ensuring greater efficiency in project remuneration is important to the flow of work performed, benefitting contractors and clients,” said Helwer. “This legislation will specify a timely payment structure based on the progress of the work, the achievement of certain project milestones and project conclusion.”
The minister noted Bill 28 has been developed in response to concerns expressed by construction industry stakeholders, including the Manitoba Prompt Payment Coalition (MBPP) and its member associations, that delayed payments throughout the payment chain are problematic. While existing laws help secure claimants’ rights to payments and ensure payments are kept within the construction pyramid and flow appropriately, there is currently no remedy for a late payment.
