What You Need To Know: Regulatory Compliance At The Federal And State Level

There are many compliance challenges facing fleets beyond those from the Department of Transportation (DoT). Additional difficulties are presented through regulatory rules and actions of the Office of the Secretary of Transportation (OST), such as the Pipeline and Hazardous Materials Safety Administration (PHMSA) and the Federal Motor Carrier Safety Administration (FMCSA). NAFA members also must comply with state-administered programs including: International Registration Plan (IRP), International Fuel Tax Agreement (IFTA), and Unified Carrier Registration (UCR). In addition, the Internal Revenue Service (IRS) has its own Heavy Vehicle Use Tax (HVUT) program. We will explain these systems, best practices for how to remain compliant, and show real-life examples of what non-compliance can mean in terms of audits and potential penalties.

 Attendees will get an overview of recent program updates, such as the IRP’s "full reciprocity plan" and changes to rental fleet reporting locations, IFTA content and agreement specifics, learn about the documentation required for filing and the retention periods of said documentation, and a look at reasons for assessment and the ten factors of compliance.
