Baltimore is one of many "post-industrial" cities in the U.S. that face a wide array of structural service delivery and associated fiscal challenges. The fact that the City was sufficiently farsighted to decide to modernize its fleet when the far easier course of action would have been to ignore it in the face of much more pressing concerns is a story worth sharing with NAFA members.
