Tom Lubas Named Director Of The Operations Services Department For Port Authority Of New York And New Jersey

NAFA Member Tom Lubas has been named Director of the Operations Services Department for the Port Authority of New York and New Jersey.

Over his 38 years of service with the Port Authority, Tom has utilized his technical skills and leadership ability to improve operations and achieve efficiencies for the agency.  An electronics engineer by training, Tom was the first of that specialty in the Engineering Department. While working in Engineering, he helped develop the first electronic parking control and revenue system for the World Trade Center and our airports. Tom then worked in positions of increasing responsibility in the Operations Standards, Finance, and Port Commerce Departments on projects including management regulatory compliance, coal and oil transshipment and utility rate cases. Tom first joined the Central Automotive Division (then in the General Services Department) as Assistant Manager in 1986. Following that, he served as Manager of Materials Management from 1994 to 1996. In 1996, Tom returned to CAD as its Manager. In 2006, Tom became General Manager, Fleet and Facility Construction Support Management. Most recently, in 2008, Tom was named Deputy Director of the Operations Services Department.

In addition to his service to the Port Authority, Tom is also the current Chairperson of the Public Safety Group of NAFA Fleet Management Association. A lifetime Member and former Vice President of this Association, in his current role Tom oversees members who have law enforcement, fire, emergency management, and emergency medical services responsibilities. Tom’s career accomplishments and professional development will serve him well as the Director of Operations Services.
