Richard has been a member of NAFA since July 1986.  He was very active in NAFA's Chesapeake Chapter where he served as Vice Chair from 1996-1999 and twice served as Safety Chair (1996-97 and 2001-2002).

Richard retired from the Anne Arundel County Police Department in April 2002 and currently lives in Galesville, MD.

Curtis Miller

Airport/Transit/Fleet Director
The City of Sioux City, IA

Miller began his career with the City thirty-two years ago as the Assistant Purchasing Agent.  Later he became the Fleet Manager working in the City's centralized fleet division managing maintenance and replacement of the City's fleet of vehicles and equipment. 

After a retirement in the Purchasing Office, the City combined the Purchasing and Fleet operations and Miller continued on as the manager of the Purchasing/Fleet Division under the Finance Department of the City. 

In October 2004 Miller became the director of a new department called the Purchasing/Fleet/Transit Department.  This new department combined resources of all three divisions and streamlined the operations.

In July 2009, the City merged the Airport Director position with the Transit/Fleet/Purchasing duties.  The new department further combines the strengths and assets of the separate divisions. 

Miller has been active in several professional associations including airport, transit, purchasing, public works, and fleet management. 

Miller is President of the Iowa Public Transit Association, past President of the Siouxland Purchasing Association, and he has also served as a national coordinator for SunGard software's users group.  He is a Certified Purchasing Manager with the National Association of Purchasing Management.

Miller takes his place among other distinguished longtime members on NAFA's website this August.
