On February 7, NAFA Executive Director Phil Russo, CAE signed a 3-year agreement with FleetVision for them to take the lead in developing the content for NAFA's International Fleet Academy, the next phase in the Association's ongoing international goals. Growing beyond the scope of NAFA's international seminars, this new entity will now include two different levels of education.

A wide-ranging probe of price fixing in a variety of car parts has expanded to product segments not yet disclosed, a top U.S. Department of Justice official said on February 15. Nine auto parts makers have pleaded guilty. The U.S. Justice Department is working with antitrust officials in Japan and Europe on the probe. It initially confirmed it was conducting a price-fixing investigation in February 2010 and has imposed $809 million in fines to date.

The National Safety Council announced on February 19 its preliminary estimate that approximately 36,200 motor vehicle fatalities occurred in 2012. This marks a five percent upsurge from 2011 and is the first increase since 2004 to 2005. Crash injuries requiring medical attention also are estimated to have risen by five percent since 2011 to a total of 3.9 million.

New York Mayor Michael Bloomberg, in his final State Of The City address in late-February, said, "We'll work with the City Council to amend the Building Code so that up to twenty percent of all new public parking spaces in private developments will be wired and ready for electric vehicles, creating up to 10,000 parking spots for electric vehicles over the next seven years."

The Sheriff's Office in Buncombe County, North Carolina, which completed propane conversions on 10 Ford Crown Victorias in February 2012, says the fleet saved approximately $13,000 in fuel costs during the first year of deployment. The project included propane autogas system installations from GermanMotorWerks in Asheville, NC, and fueling from Blossman Gas. Grant funding from the Southeast Propane Autogas Development Program (administered by the Virginia Department of Mines, Minerals, and Energy and Virginia Clean Cites) supported the initiative.

Members of the Virginia House of Delegates were informed on February 21 that the proposed diesel tax disparity created by the transportation funding package would likely affect almost 250,000 diesel car and light duty trucks in Virginia by 2020. Diesel Technology Forum explained the options now under final consideration may create an unfair and substantial disparity between gasoline and diesel fuel.

Federal auto safety regulators are counting what used to be considered multiple recalls as one, undercutting their boast that defect investigations are leading to record numbers of recalls. When asked about a big decline in recent public investigations, National Highway Traffic Safety Administration Chief David Strickland said that the agency in 2012 got the second-largest number of recalls per investigation in its history.

First Transit recently announced the appointment of Jeremy Brown as its Director of Business Development. Brown has been with First Transit since 2002 and has worked within the transportation industry since 1998. In his new position, Brown will focus on expanding First Transit’s shuttle services, including university and airport services. The engineers who create gallon-squeezing cars like the Toyota Prius use every available method to comply with the ever-tightening fuel-economy standards they must meet. Those solutions may include the use of hybrid powertrains, adopting lightweight materials, cutting aerodynamic drag and minimizing the friction losses of moving parts. Is the future of the self-driving car one of full autonomy, or, as car manufacturers such as Ford have suggested, one of part-time autonomy? In the near-term, the latter option seems far saner, and it’s the approach that underpins new research being shown off by academics at the University of Oxford. The system doesn’t use GPS because the satellite-based system is not accurate enough for the researchers’ needs.
