The new agreement solidifies the installation of a first public charging station for electric vehicles.

The IRS has announced its standard mileage rates for 2014, effective January 1. The new rates will be a slight decrease — a half cent — from the 2013 rates for business, medical and moving expenses. Small business owners, employees, self-employed individuals, and other taxpayers can use the standard mileage rate to calculate their tax-deductible costs for using a vehicle for business, charitable, medical, or moving purposes.

In mid-December, 2013, NHTSA released its "model guideline for state ignition interlock programs" that would cover even first-time offenders just barely over the limit. Outgoing NHTSA Administrator David Strickland said he wants to "protect sober motorists and ensure that individuals convicted of drunk driving learn from their mistakes." Only 20 states currently require the devices for anyone convicted of a drunk driving-related offense.

On December 12, EPA issued its annual report that tracks the average fuel economy of vehicles sold in the United States. The report shows that model year 2012 vehicles achieved an all-time high fuel economy of 23.6 miles per gallon (mpg).

Michelin North America is recalling 1.2 million tires in the United States -- including some used as original equipment on some of Ford Motor Co.'s full-sized vans -- because the tread might come apart.
