Announced by Québec Mayor Régis Labeaume and Electric Circuit partners, the city of Québec is joining the public charging network, the Electric Circuit. This latest move will improve the availability of charging for electric vehicles across the community.

The Tier 3 rules unveiled by the Environmental Protection Agency (EPA) have been under development since President Barack Obama issued a memorandum instructing the agency to develop them in 2010. The rules will cut gasoline sulfur levels by more than sixty percent and should also reduce tailpipe and evaporative emissions from cars, light trucks, medium-duty passenger vehicles, and some heavy-duty vehicles.

The National Highway Traffic Safety Administration (NHTSA) has launched an investigation into why General Motors Co. did not promptly recall more than 1.6 million vehicles after it learned that faulty ignition switches were causing fatal crashes. GM, on February 27, issued its second apology for not moving faster to fix the problem, which is linked to thirteen deaths in the Chevrolet Cobalt and other small cars.

In an effort to find new ways of monetizing data, fleet management software company Fleetmatics Group announced, on March 13, that they are planning to begin selling data about driving behavior to insurance companies. These plans were announced by Jim Travers, Fleetmatics' CEO, via the Wall Street Journal.

The big chill of the so-called Polar Vortex created a big stall in auto sales last month. Based on initial reports by General Motors Co., Ford Motor Co., Chrysler Group, and the other car companies, auto sales looked like they were flat to just slightly higher in February compared to the same month a year earlier. Automakers estimated they sold about 1.2 million vehicles in the U.S. last month, about a one percent gain.

Visa Inc. and MasterCard Inc. said they had launched a cross-industry group to improve security for card transactions. They will press U.S. retailers and banks to meet a 2015 deadline to adopt technology that would make it safer to pay with plastic. Both credit providers are backers of fleet card services, and the move can be seen as a positive step in protecting fleets from potential fraud.
