Wholesale used vehicle prices (on a mix-, mileage-, and seasonally adjusted basis) decreased 1.29 percent month-over-month in November. This brought the Manheim Used Vehicle Value Index to 134.5, which was a 7.8 percent increase from a year ago, and the lowest level since August.

The NAFA Chicago Chapter held its annual Holiday Luncheon on December 7 at Maggiano's in Schaumburg, Ill. The meeting was very well attended and also featured an address from NAFA CEO Phillip E. Russo, CAE, on the role that mobility will play in the future of fleet. The meeting also provided chapter members with a chance to give back, as many attendees brought new, unopened toys with them to donate to Toys for Tots.

At the annual holiday meeting for NAFA's Philadelphia Chapter, Scott Lauer, who recently retired from Merck after 30 years of service, was honored. Lauer served in Merck's global fleet operations group. He has also been an active member of the Philadelphia Chapter, serving as Chapter Treasurer for two years.

On December 7, the New York InterCounty Chapter gathered at Ben and Jack’s Steakhouse in midtown Manhattan to celebrate the holidays, and another year of success. Attendees were treated to a presentation from Kevin Tynan, an automotive analyst from Bloomberg Media. The annual event also featured a raffle to help raise money for the Make-A-Wish Foundation.

On November 20, 2017, the Federal Motor Carrier Safety Administration (FMCSA) announced that in advance of the December 18, 2017, implementation of the Congressional-mandated electronic logging device (ELD) rule, the Agency will be providing guidance related to enforcement procedures during the ELD transition. The Owner-Operator Independent Drivers Association (OOIDA) has asked FMCSA to give some small carriers an exemption of at least five years from the federal rule on ELDs. In other news, White House officials say President Trump will release his long-promised infrastructure proposal in early January 2018.

The Ontario Progressive Conservative (PC) party has released its election platform, dubbed the "People’s Guarantee." The platform arrived on November 25 during the party's Election Readiness and Policy Convention which took place in Toronto. One of the biggest announcements which came out of the convention was the party’s initiative to reduce tax rates on middle income earners.
