After months of intense negotiations, I am pleased to announce a major deal between NAFA and the Automotive Fleet & Leasing Association (AFLA). In short, Bill Elliott, AFLA’s Executive Director, and I will be swapping jobs effective sometime this summer. After long conversations about “what if” we changed jobs, we started talking about “how can” we change jobs, which led to our deal.

NAFA's New England Chapter held its March 13 meeting at Dunkin’ Brands in Canton, Mass. The topic of negligent entrustment and vicarious liability consistently is a huge draw and this presentation only confirms fleet managers' concern about the topic. At the event, guest speaker Shari Goggin, Esq., Senior Litigation Counsel at Fee, Smith, Sharp, and Vitullo, LLP, Houston, Texas, spoke to 53 people about issues that keep fleet professionals awake at night.

In the news: Representatives have introduced legislation that would require the International Trade Commission to conduct a study on the economic importance of automotive manufacturing in America before tariffs on automobiles and auto parts could be applied.
The NYC Department of Citywide Administrative Services recently released a report detailing the 2018 maintenance costs of a sample of its light-duty fleet vehicles, which shows significant maintenance cost savings for all-electric and hybrid plug-in vehicles.
The house passed the Safely Ensuring Lives Future Deployment and Research in Vehicle Evolution Act during the last session of Congress. However, the legislation was not able to be passed in the Senate due to disagreements over certain provisions in the bill.
On March 14, NHTSA sent advance notice of proposed rulemaking on reducing federal regulatory barriers to autonomous vehicles in for review before it is published in the Federal Register.
Representatives introduced variations of a "stop underrides act" in both the House and the Senate. The legislation would require underride guards on the sides and front of large trucks, as well as updating current standards for underride guards on the rear of trucks.
The EPA has published a proposed rule to allow for the sale of E-15 blends of gasoline throughout the entire year, with a goal of finalizing the rule before the beginning of the summer driving season. The EPA is currently accepting public comments on the proposed rule until April 29.

In the news: In late March, Minister of Finance Bill Morneau tabled the last budget of the Liberal’s mandate in the House of Commons. The budget sets the tone for the government’s re-election effort ahead of a busy unofficial campaign season and the writ drop expected late this summer.
The budget revealed developments in terms of its zero-emission vehicle (ZEV) plan. In February, the Government of Canada announced its goal for ZEVs to account for 100 percent of new cars sold in 2040. These targets were communicated without consensus with the provinces and consultation with industry stakeholders. The government did not provide any details on how Ottawa intends to achieve these targets.
