NAFA Chapter News

Legislative News
The federal government has announced its plans to develop a national strategy to increase the number of zero-emission vehicles (ZEVS) on the road in Canada. Jointly announced by the Ministers of Transport and Innovation, Science, and Economic Development, the next year will be characterized by the establishment of working groups from federal and provincial government levels as well as industry stakeholders to inform a strategy to be implemented beginning in 2018.

Volkswagen AG said in early-May it resumed selling diesel cars in the United States in April, and that they accounted for nearly 12 percent of its April sales, a sign consumer demand for such cars had not been dampened by its emissions scandal. The world's largest automaker by sales was barred by U.S. authorities in September 2015 from selling about 11,000 new 2015 diesel Golf, Beetle, and Passat cars after the German automaker admitted to using secret software to exceed emission limits for six years.

The U.S. Justice Department has filed suit against Fiat Chrysler Automobiles NV over claims its diesel-powered pickups and SUVs were outfitted with illegal software that allowed them to pass laboratory emissions tests. The complaint filed on May 23 alleges that nearly 104,000 vehicles with 3.0 liter EcoDiesel engines were equipped with software "defeat devices" that caused the vehicles’ emission control systems to perform differently, and less effectively, during certain normal driving conditions than on laboratory emissions tests, according to a statement from the Environmental Protection Agency.

Ford Motor Company is recalling nearly 21,000 of their popular Explorer SUVs in the Canadian provinces Alberta, Saskatchewan, and Manitoba. Mud that is found in these provinces' prairies can bend and break suspension components. Both police and civilian models of the Explorer are affected by this recall.

Uber began testing its driverless car program in Pittsburgh, Pennsylvania in September 2016. Now, after initially being accepted by the mayor and the city, The New York Times reports that the slowly deteriorating relationship between Uber and Pittsburgh might be coming to a close based on a continuing string of issues.

Inside NAFA
In the long list of important people who figure prominently in NAFA's 60 year history, few loom as large as Willard H. DaSilva, who served as the Association's first legal counsel, as well as a founder of the NAFA Foundation. He passed away on May 5, 2017 at Friedwald Center for Rehabilitation & Nursing in New City, New York surrounded by his family.

Literally an icon in fleet and NAFA alike, George Argueta has announced his well-earned retirement from the regional sales position at Corporate Claims Management. Argueta has experienced nearly every aspect of the fleet industry, as a manager, as a service provider, and as a constant, guiding support for others. He is a valued leader in NAFA's New York-InterCounty Chapter.

Subaru Corp. is considering electric versions of its existing models for the carmaker’s first foray into the technology, as it joins peers around the world in pouring cash into battery-powered vehicles amid tightening emissions rules. The Japanese company, which plans to make record investments in research and development in this financial year, is weighing installing electric powertrains in current models rather than designing an all-new car.

Sustainability
A new study published in the journal Nature has now calculated the effect of lax practices in regulation of diesel vehicles which during some real-world driving conditions run dirtier than they do during the lab tests. A body count—38,000 people around the world prematurely died in 2015 as a result of excess particulate matter (including nitrogen oxide or NOx) and ozone emissions from diesel vehicles.

In what appears to be an industry-first commitment to sustainability, General Motors is partnering with several tire manufacturers to purchase tires that are made from sustainable natural rubber. The Detroit News reports that GM has said the sustainable rubber will come from sources that "did not lead to deforestation," was harvested to aid an area’s economic and social development, and is "managed in a transparent and traceable manner."
