Legislative News
The federal government recently announced a modest yet important investment in recharging infrastructure for electric vehicles (EVs) on a 3,000 km stretch of highway from Manitoba to Ontario. The $17 million program will aim to install 34 stage three charging stations along that stretch of the national highway, in roughly 100km increments.

Daimler, the German automaker, said on July 18 that it would update three million Mercedes cars in Europe to reduce their diesel emissions, an apparent effort to combat a widening inquiry and a public backlash over allegations that it evaded rules controlling vehicle pollutants. The move, which Daimler declined to term a "recall," is being made as the company faces investigations on both sides of the Atlantic over diesel deception accusations.

As reported by Bloomberg.com, a decade after the mortgage debacle, the financial industry has embraced another type of subprime debt: auto loans. Like last time, the risks are spreading as they’re bundled into securities for investors worldwide. Since the Great Recession, business has exploded. In 2009, $2.5 billion of new subprime auto bonds were sold. In 2016, $26 billion were, topping average pre-crisis levels.

Fiat Chrysler Automobiles recently announced two separate recalls that will cover 1.33 million vehicles. The first covers potential fire risks in certain Dodge, Chrysler, and Jeep models, while the other involves faulty airbags that have been installed into many Dodge and Fiat vehicles. Most of the automobiles involved in these recalls were sold in the U.S. market.

Inside NAFA
NAFA Regular Member Tim Llewellyn passed away on Monday, July 24, 2017. He was 69. Tim was the Fleet Manager for the city of Kirkland for 22 years and was known and respected throughout the city and beyond. He served as Treasurer for NAFA's Puget Sound Chapter. Tim was the recipient of NAFA’s Lifetime Honorary Membership Award in 2016.

Technology
The U.S. Federal Communications Commission on July 13 approved allocating a larger consolidated block of spectrum for use by motor vehicle and aircraft radar systems to help avoid crashes. As reported in Reuters in mid-July, the FCC first approved one GHz of spectrum in 1995 for motor vehicles to use radar that allowed for the introduction of collision avoidance and adaptive cruise control systems that are credited with preventing tens of thousands of crashes annually.

According to a report from ABC News, a Tesla driver is blaming his car's partially self-driving autopilot system for a crash in Minnesota over the weekend. David Clark, 58, was driving his Tesla Model S sedan with four passengers in Hawick, Minn., about 100 miles (160 km) northwest of Minneapolis, as indicated by the Kandiyohi County Sheriff's Office.

As reported by Power Engineering International, a group of advantaged automakers recently implored the Chinese government to back off its frenzied push for battery-electric vehicles because these companies are unable to meet the timelines in the new regulations. In a letter sent in June to China’s Ministry of Industry and Information Technology, the makers asked China to delay and soften planned quotas for sales of electric and hybrid cars, saying its proposals will be impossible to meet and would severely disrupt their businesses.
