Legislative News
In the news: The federal tax credits for biodiesel, natural gas, and propane expired at the end of 2017. In a letter sent to the Senate Finance Committee and the House Ways and Means Committee in late August, NAFA urged Committee leaders to restore and maintain the above incentives through 2022. In August, the EPA and NHTSA announced a proposal to ease vehicle fuel economy and emissions standards. On August 23, a bipartisan group of 39 senators sent a letter urging the EPA to increase volume obligations for biomass-based diesel and advanced biofuel, and ensure any small refinery exemptions are accounted for in its final rule. On August 23, the U.S. Federal Motor Carrier Safety Administration (FMCSA) announced that it is seeking public comment on revising four specific areas of current hours-of-service (HOS) regulations, which limit the operating hours of commercial truck drivers.

The United States and Mexico announced on August 27 the framework for a new bilateral deal to replace the present North American Free Trade Agreement (NAFTA). The deal potentially increases North American content quotas for tariff-free treatment under the agreement. This effort represents the most significant piece of progress in continental trade since the Trump administration took effect.

Inside NAFA
NAFA presents a one-on-one conversation in its September 2018 issue of FLEETSolutions magazine with Rep. Sam Graves (R-Mo.), Chairman of the House Transportation and Infrastructure Subcommittee on Highways and Transit. Graves is a proponent of Vehicle Miles Traveled, a funding mechanism that charges drivers according to how many miles the vehicle has traveled, as opposed to current point-of-purchase fuel taxes. His proposal intends to provide financial stability for the Highway Trust Fund.

Industry Movers and Shakers
On August 15, ARI announced that NAFA Associate Member Joe Foster would be joining the organization as its new Vice President of Sales. Foster comes over from Auto Truck Group where he most recently served as Director of National Fleet Sales. At ARI, he will manage new business development activities in the eastern United States.
