Legislative News
On September 26-27, NAFA advocacy leaders gathered in Washington, D.C., for NAFA’s 2019 Legislative Fly-In. NHTSA and the EPA published a final rule, the Safer Affordable Fuel-Efficient Vehicles Rule Part One: One National Program, in the Federal Register on September 27. In early September, the U.S. House of Representatives passed the Diesel Emissions Reduction Act of 2019, to reauthorize DERA funding for the EPA’s Clean Diesel Program through 2024 by a vote of 295-to-114. The White House announced on September 25 that President Trump and Prime Minister Abe of Japan had agreed to resolve several pending trade issues between the nations. Legislation to provide government funding for an additional seven weeks, avoiding a shutdown, was signed into law on September 27.

In the heat of the election campaign, political parties have focused mainly on a series of pocketbook measures that carry a significant price-tag. From boutique tax credits to spending increases, these promises may add billions of dollars to an already ballooning federal deficit. Of note for fleets, the environment and climate change have also dominated the debate this election cycle with commitments from all major parties to take the necessary steps to reduce greenhouse gas emissions and meet the Paris Agreement’s goals.
