Spring may have just sprung, but NAPA members are already looking toward how they will keep workers safe from heat illness this summer.
NAPA Vice President for Environment, Health, and Safety Howard Marks led a discussion on heat illness prevention as part of the second day of education sessions at the People, Plants, and Paving Conference co-located with the 2025 World of Asphalt. The session, Implementing a Heat Illness Prevention Plan for Road Construction Workers, centered on NAPA resources for companies to develop their own heat illness prevention plans. While OSHA proposed rulemaking aimed at developing a federal heat standard in 2024, Marks said the future of OSHA’s heat illness prevention policies is less than certain, although there is a virtual public hearing on the proposed rule scheduled for June 16.

World of Asphalt kicked off at the America’s Center in St. Louis on March 25, bringing thousands of attendees to Missouri for education sessions, networking events, and the largest trade show floor in the show’s history.
NAPA Director of Government Affairs Mitch Baldwin led one of the first education sessions of the People, Plants, and Paving Conference, in Bringing Your A Game to Work Zone Safety, along with Nagham El-Zine with the American Traffic Safety Services Association (ATSSA). NAPA and ATSSA are leading a coalition of stakeholders aiming to ensure work zone safety considerations are included in any future highway authorization bills.

After a close call, Ajax Paving Industries of Florida President Vince Hafeli wrote a letter to NAPA and enclosed a check payable to NAPAREF for $7,500 – the same amount that NAPA Care pays out immediately to the families of workers at member companies who are fatally injured. In his letter, Hafeli wrote that if NAPA’s entire membership were to contribute each time a life was not lost in a near-hit, “we could perhaps grow the NAPAREF reserves and increase the dollar amount we award to families when there is a loss.”
